The Agreement was adopted on 25 May 2000 by a Diplomatic Conference held in Geneva. Each issue includes the text of the Final Act of the Conference, Resolution on the Follow-up to the Conference, Text of the Agreement, and annexed regulations. The regulations are revised periodically by a joint group of experts pending entry into force of the agreement.
Issue for 2000 includes original regulations as adopted by the Diplomatic Conference on 25 May 2000; issues for 2003- include regulations as revised as of 1 Jan. 2003-
